Safe and Quiet Lakes Survey

The Muskoka Lakes Association is proud to be participating in the 2021 “Your Lakes, Your Views” survey with Safe Quiet Lakes. The survey looks at what people value from their cottage experience, how they use the water and what their boating activity concerns are.

This helps us to understand the priorities of our members as well as providing information for advocacy and action by Safe Quiet Lakes. Past survey data has been shared with Transport Canada, municipalities, the OPP and boating organizations.

We know you have been getting lots of surveys from us lately but we promise this is the last one for a bit! Please take 10-15 minutes of your valuable time to respond.

This survey closes Monday, July 12th, 2021.

MLA Announces Water Management Flood Task Force

**FLOOD LETTER FROM THE MLA**

Dear Member,

The MLA has listened carefully to member feedback and is in progress of assembling all the facts that have contributed to the flooding currently happening in Muskoka. As many of you may know, the water levels have not dropped materially yet. Damage to properties and shorelines continues, as the winds have shifted ice. Ice flows are still around the lakes in selected areas and being carried by wind and waves, connecting with docks and boathouses.

Given this urgent matter, the MLA has formed an emergency task force, which we are calling the MLA Water Level Management Task Force. Action must be taken today to address the flood, and a plan must be developed to avoid this in the future. That is what we will be driving towards on your behalf.

One key focus of the group will be pressing for an update of the Muskoka River Water Management Plan (MRWMP) which expired last month and has been given a 5 year extension by the Ministry of Natural Resources and Forestry (MNRF).

Flooding has been a problem in 3 of the last 5 years and we believe that the potential damage and impact of another 5 years of possible flood events is not acceptable.

Below is a summary of some of the key actions our task force has commenced on your behalf. While these are mostly in the information gathering stage, other actions additional are on the horizon.

1. We are obtaining additional information on the extension of the MRWMP,
2. Making contact with the local representatives of MNRF in addition to our recent contacts,
3. Conducting personal meetings with local municipalities and the District of Muskoka to determine what they are doing regarding the plan update and flood conditions,
4. Making contact with the Minister of Natural Resources and Forestry to pass along the concerns of cottagers regarding the ongoing issue of high water levels,
5. Making contact with other cottage associations and groups to see what they have been doing,.
6. We will be communicating our progress with members on a regular basis.

In the meantime, we have included a couple of attachments (see links below) you may be interested in regarding insurance and electrical safety.

As well, the Township of Muskoka Lakes has announced that it is working with MNRF and are making arrangements to allow repairs of docks and boathouses damaged by water/ice on an expediency basis. If you are in the township, please contact the building department for more information.

Thank you for your support and comments so far. While we are not quite there yet, we will be looking for your input and help with information in future emails which we hope you'll participate in.

MNR issues Flood Watch

The Ministry of Natural Resources and Forestry issued the following flood watch yesterday:

The Ministry of Natural Resources - Parry Sound District is advising area residents that a Flood Watch is in effect for all watersheds within the District which includes the District Municipality of Muskoka, the Territorial District of Parry Sound and a north-west portion in the County of Haliburton.

Water levels and flows in local lakes and rivers are expected to rise following significant rainfall forecasted across the area beginning Sunday evening.

It is expected that lower-lying portions of known flood-prone roads along river courses may be impacted to various degrees as river levels rise.

Flows in the North Branch Muskoka River within the Town of Bracebridge are expected to surpass early flood-watch levels and to continue to rise over the next few days. Flow in the South Branch Muskoka River is also expected to climb above early watch levels if the forecasted rain materializes.

Flows out of Lake Muskoka into the Bala Reach will surpass early watch levels of 200cms within the next 24 hours.

Water levels in all area lakes, rivers and streams are expected to rise to or above typical spring levels over the next week.

Residents affected by high water conditions in the past should take necessary action to secure any vulnerable property in close proximity to rivers and lakes and closely monitor developing conditions.

Residents and those visiting the area are advised to be aware of current watershed conditions, exercise caution while around waterbodies and maintain close supervision of children and pets.

MNR is closely monitoring the weather and developing watershed conditions. Further updates will be issued as appropriate.

Description of Weather System

A rainfall warning issued by Environment Canada is in effect for most areas within Parry Sound District. Environment Canada is currently forecasting 30 to 50mm of rain beginning Sunday evening and ending Monday afternoon. Temperatures are forecasted to reach a high of 11 degrees Celsius Sunday and falling to minus 1 degree by Monday afternoon.

Description of Current Conditions

Lake levels and river flows have dropped or remained stable over the past week with cooler weather. The local snow pack still contains between an estimated 20-75mm of water content that has been melting very slowly over the past three weeks. It is expected that the forecasted rain will cause an increased rate of rise in lake levels and river flows over the next few days as melting of the snow pack accelerates with forecasted rainfall.

During this time of year we can expect higher and faster flowing water in most watercourses. Slippery and unstable banks and extremely cold water temperatures can lead to very hazardous conditions around any water body.

Flood Watch Downgraded

Flood Watch downgraded to Water Safety notice today

(April 15, 2015 2pm MUSKOKA-PARRY SOUND) The MNR has downgraded its Flood Watch statement to a Water Safety bulletin as of 2 pm today. The spring thaw continues as expected and Environment Canada is forecasting more seasonally typical April showers, possibly starting tomorrow(April 16) afternoon.

According to the MNR, Flooding is not anticipated based on current weather forecasts and watershed conditions. It is advised that caution be used when around water bodies as water levels continue to rise with typical spring flows continuing throughout the rest of April.

Residents and those visiting the area are advised to be aware of current watershed conditions, exercise caution while around waterbodies and maintain close supervision of children and pets. Residents affected by high water conditions in the past should take necessary action in advance of rising water levels to secure any vulnerable property in close proximity to rivers and lakes and closely monitor developing conditions.

The five day weather forecast is calling for warmer temperatures in the 10 to 15 degree Celsius range with approximately 5mm of rain.

The snow pack within the district is diminishing with less than an average of 70mm of water content remaining. Warmer temperatures with rain will continue melting the snow pack and sustain high spring flows. Lake levels will continue to rise over the next few days.

During this time of year we can expect higher and faster flowing water in most watercourses. Slippery and unstable banks and extremely cold water temperatures can lead to very hazardous conditions around any water body.

The Ministry of Natural Resources – Parry Sound District is advising area residents that a Flood Watch is in effect for all watersheds within the District which includes the District Municipality of Muskoka, the Territorial District of Parry Sound and a north-west portion in the County of Haliburton.

Water levels and flows in lakes and rivers will increase as a result of rainfall and continued melting of the snow pack. The rate of rise in water levels and flows will increase over the next several days due to warmer air temperatures and forecasted rainfall.

It is expected that lower-lying portions of known flood-prone roads along river courses will be impacted to various degrees as river levels continue to rise. It is anticipated that vulnerable, low-lying roads and properties along the Big East River within the Town of Huntsville may begin to be impacted over the weekend as river flows increase.

Residents affected by high water conditions in the past should take necessary action in advance of rising water levels to secure any vulnerable property in close proximity to rivers and lakes and closely monitor developing conditions.

Residents and those visiting the area are advised to be aware of current watershed conditions, exercise caution while around waterbodies and maintain close supervision of children and pets.

MNR is closely monitoring the weather and developing watershed conditions. Further updates will be issued as appropriate.

TECHNICAL INFORMATION

Description of Weather System

Rainfall amounts up to 45mm with possible thunderstorms are forecasted for today and tomorrow with daytime highs reaching 13 degrees Celsius over the weekend will advance the melting of the snow pack and cause a significant increase in water levels and flows over the next few days.

Description of Current Conditions

The remaining snow pack in the area continues to average a depth of 50 centimetres with an average water content of 150 millimetres. This is approximately 50% higher than normal for this time of year. Levels and flows have been slowly increasing over the past few days but warmer temperatures with rain will cause flows and levels to increase more rapidly.
During this time of year we can expect higher and faster flowing water in most watercourses. Slippery and unstable banks and extremely cold water temperatures can lead to very hazardous conditions around any water body.

SEGWUN NEEDS YOUR SUPPORT

The Muskoka Steamship and Historical Society, owners of the iconic RMS Segwun, are embarking on a significant fundraising campaign to ensure that our "grand lady of the lakes" continues to be maintained in the best possible condition.

Built in 1887 and as North America’s oldest operating steamship, Segwun requires routine care and maintenance on an annual basis. However, there is an immediate need to replace the decking under the ship’s wheelhouse.

"Segwun’s second deck flooring under the wheelhouse has not been replaced since the early 1960’s", indicated John Miller, President of the Muskoka Steamships Association. "Our goal is to continue preserving Segwun in impeccable condition to ensure her career continues on the Muskoka lakes for future generations. It is essential that we have this work done this coming winter and have the ship ready for our 2015 sailing season", noted Miller.

The restoration project will be led by Fred Mischler, a Swiss trained, master boat builder who has worked on Segwun for over 35 years. "Weather over time has caused damage to the wheelhouse decking and it is really imperative that this wood be replaced", confirmed Mischler. The project will take several months to complete and will entail raising the wheelhouse before replacing the wood with cyprus or fir. The estimated total cost for the project is $125,000.00.

The Muskoka Steamship and Historical Society funds its operations primarily through cruise ticket sales. However, the unfavourable weather this summer has resulted in lower visitation and passenger counts for Muskoka Steamships.

This fundraising campaign will be the first significant call out for support for Segwun since her centennial in 1987. The Society’s Board of Directors and management have passionately propelled the campaign with over $50,000.00 already raised.

Flood Warning remains in effect

The Ministry of Natural Resources - Parry Sound District is advising area residents that a Flood Warning remains in effect.

Residents within the Parry Sound-Muskoka area are advised that some additional or prolonged flooding will occur within known flood-prone areas of many rivers and lakes. Recent warm air temperatures and rainfall has now accelerated the melting rate of the remaining snow pack with an increased runoff into local waterbodies. High water levels or flooding will occur over the next 24-48 hours within Lake Muskoka and the Moon River as part of the lower Muskoka River sub-watershed.

Residents are advised to keep a close watch on conditions, regularly check for updated messages and exercise caution around rivers and lakes as high water levels and flows continue. There is the potential for higher water levels and flows than what is currently being experienced.Residents may wish to take action to protect property in flood-prone or vulnerable areas. MNR is closely monitoring the weather and developing watershed conditions. Further updates to this Flood Warning will be issued as appropriate.

Description of Weather System
The current weather forecast through to Saturday April 26th is for daytime temperatures in the range of 5-10 degrees Celsius with near freezing nighttime temperatures. Today’s forecast is calling for a range of 3-30mm of rainfall Friday through Saturday.

Description of Current Conditions
A significant amount of the remaining snowpack has melted in recent days due to warm air temperature and rainfall, increasing the runoff into local river systems. A significant amount of snow still remains within local watersheds at higher elevation areas including the western slopes of Algonquin Park; the headwaters of some local river systems. Forecasted temperatures and rainfall will continue to melt the remaining snow pack with continued runoff into local river systems and lakes.

Residents affected by flooding in past years are advised to take immediate action to secure or protect property in advance of river flows and lake levels rising to flood levels.

Those residents that have evacuated their homes in past years due to flooding may wish to make similar preparations at this time as rising water levels will hinder, limit or prevent the ability to evacuate as driveways and roads in lower-lying locations become impassible.

All residents in close proximity to local rivers are advised to keep a close watch on conditions, regularly check for updated messages and exercise caution as river flows and levels rise.

MNR continues to monitor weather conditions and flows and water levels. Further updates to this Flood Warning will be issued as conditions change.

TECHNICAL INFORMATION

The current forecast is calling for 45mm or more precipitation beginning the evening of Saturday April 12th through Monday April 14th. The forecast through to next Monday is for daytime high temperatures up to 16 degrees Celsius with near freezing nighttime temperatures.

The water content within the existing snow pack throughout local watersheds continues to be greater than the normal or historical average for early April. Forecasted temperatures and rainfall will significantly accelerate the melt of the snow pack Saturday through Monday. It is expected that the melting of the snow pack and rainfall amounts will significantly increase the amount of runoff into local rivers and lakes.

The Ministry of Natural Resources - Parry Sound District is advising area residents that a Flood Watch is in effect in the District.

Residents along rivers and lakes within the Parry Sound-Muskoka area are advised to keep a close watch on conditions, regulary check for updated messages and exercise caution around waterbodies as river flows and water levels continue to rise in the coming days. A significant potential exists for flooding due to current conditions and forecasted rainfall. Residents may wish to take any further action necessary to secure or protect property in flood-prone or vulnerable areas.

Local lakes are still ice covered which has the potential to impact shoreline infastructure such as docks and boathouses as water levels rise and with prevailing winds.

MNR is closely monitoring the weather and developing watershed conditions. Futher updates will be issued as appropriate.

The Ministry of Natural Resources - Parry Sound District is advising area residents that a Watershed Conditions Statement - Flood Outlook is in effect in the District.

Residents in the Parry Sound - Muskoka area should keep a close watch on conditions, regularly check for updated messages and exercise caution around water bodies as flows within rivers and streams continue to increase in the coming days. Although flooding is not expected at this time, residents may wish to consider taking action to secure or protect any property in flood-prone or vulnerable areas.

MNR is closely monitoring the weather and developing watershed condidtions. Further updates will be issued as appropriate.

TECHNICAL INFORMATION

Description of Weather System

The weather forecast for the remainder of this week is for daytime high temperatures in the range of 1-13 degrees Celcius with near to below-freezing nighttime temperatures. The current forecast is calling for up to 35mm of precipitation this week through Sunday April 13th.

Description of Current Conditions

The water content within the existing snow pack throughout local watersheds is approximately 60% above normal or historical average for early April. Forecasted temperatures and rainfall will continue to melt the substantial snow pack but flooding is not expected at this time. It is expected that the intact snow pack will retain much of the forecasted rainfall which will minimize the amount of snow melt and runoff into local waterbodies.

Seasonal daytime/nighttime air temperatures for the reminder of this week will allow the snow pack to continue melting at a moderate rate therefore reducing the potential or likelihood for significant flooding within local rivers and lakes. The rate of rise in water levels and flows is expected to increase by this weekend and into next week given current conditions.

Membership Renewal Process

MEMBERSHIP RENEWAL PROCESS

To renew your membership please login using your email address and password. If this is your first time accessing our new website you will be required to create a new password. You can create a new password quickly by clicking on "forgot password" which is located below the login field on the left side of the page (about halfway down).

Once you have "logged in" with your email address and password you will see a new option near the "Logout" button that reads "View Profile". Please click on "view profile" to access your account area.

Once you are in your account area the process is quite simple. Go the membership area of the page and you will see a button that reads "RENEW UNTIL JANUARY 2015". Click on this button and it will take you to a screen to confirm your current membership level (BICA only or BICA/MLA Joint Membership). You can choose to keep your membership as is or upgrade/downgrade to the other membership level. Membership prices are the same as last year (BICA Membership Only - $35 and BICA/MLA Joint Membership - $95)

Once you have chosen your membership level you will be requested to confirm all of your personal information on the form. Please ensure everything is up to date on this form and confirm.

You will have the option to pay NOW via PayPal (using your PayPal Account, Visa, Mastercard or American Express Card).

If you are not ready to make payment you will have the opportunity to process your payment at a later date. Your membership application will be accepted and marked payment pending in this case. You are also welcome to mail a cheque if you are not comfortable making online payments. Cheques should be made payable to "Browning Island Cottagers' Association".

If you have any questions, please contact one of us. You can find links to our email addresses as well as the mailing address for BICA on the home page by selecting the "CONTACT" tab.

Muskoka Weather Watch

Dear Member,

The following is an update on current weather conditions in Muskoka. Muskoka-Parry Sound is still under a Snow Squall Warning and is expected to receive another 10-15 cm before the snow stops late this evening.

Over the past week, Muskoka has experienced temperatures as low as -20 degrees Celsius with wind chill factors approaching -40, and has received significant snowfall. Most areas have seen three to four feet of snow. We are also expecting warmer temperatures and rain this weekend. While we are not experts, the MLA recommends that you or a representative check your cottage roof. Heavy snow accumulation can pose a threat to your home both as it builds up and as it melts.

While the MLA cannot endorse or recommend a local snow removal service, we encourage you to consult a neighbour or your local Chamber of Commerce.

We will keep the membership updated should conditions warrant.

ONCA: Is Your Non-Profit Group Ready?

Nick Pasquino of BLG spoke on the subject of ONCA at the FOCA AGM in March 2013

The Ontario Not-for-Profit Corporations Act (ONCA) is due to be proclaimed by the Legislature in early 2014. The coming changes will impact all associations incorporated in Ontario.

On behalf of our members, FOCA is working with our legal partners at Borden Ladner Gervais (BLG) to develop an ONCA Toolkit, which will be made available to interested member associations after the Act is proclaimed.

Spring 2013 Flood Reports released

Two independent cottage country flood reports have now been released:

1) Gull River Flooding Report - a third-party review (by AECOM) of Parks Canada's actions before, during and after spring flooding of the Gull River sub-watershed, including the Township of Minden Hills and the Haliburton lakes.

The report indicates that, "other alternative management decisions would not have led to reduced overall flooding." Find links to the report and other news, on FOCA's Ontario Waterways webpage.

2) Muskoka Flooding Report - Read a summary of the report commissioned by Muskoka Lakes Association (from Baird & Associates) and MLA's responses, by clicking here.

NEW - Planning Act, OMB Changes

Ontario is reviewing its land use planning and appeals system and its development charges system, to ensure they are working well and are responsive to the changing needs of our communities.

FOCA will be submitting input on behalf of our waterfront community.

MLA Flood Study Update

Dear Member:

As you are aware, the MLA commissioned the engineering firm Baird & Associates to conduct a review to better understand the causes of the spring flooding and determine whether the likelihood of recurrence could be reduced. A summary of the study was sent to all members.

Since then, we have written to the Ministers of Natural Resources and Energy requesting the following:

MNR produce a detailed and transparent public report on the factors that led to the 2013 spring flooding.
MNR develop an integrated forecasting and flood control operational management manual for the Muskoka Lakes system – as was suggested when the current dam operation manual was created.
Review the Muskoka River Water Management Plan, with specific emphasis on the requirement for structural changes or enhancements to dams and control structures that could enhance upstream storage.

We are pleased to advise that late last week, the Township of Muskoka Lakes passed a resolution to request that the MNR undertake an impact study to understand the effects of lowering the water levels during the fall through the spring months. It also asks that the MNR report to council with an analysis of this year's spring flood as well as the current high water levels, to understand specific actions taken (and when) to reduce the amount of water across the watershed. The District of Muskoka has also approved a resolution to support the resolution passed by the Township of Muskoka Lakes.

Significant flooding this spring, and extremely high water levels this fall, clearly indicate that a review of watershed management in Muskoka is appropriate. We look forward to working with the MNR and the Township of Muskoka Lakes to find ways to reduce the likelihood of future flooding in Muskoka.

Muskoka Flood Watch #3 via MLA/MNR

The Ministry of Natural Resources issued a combined Flood Watch and Watershed Conditions Statement for Muskoka/Parry Sound yesterday.

FROM: Ministry of Natural Resources (MNR), Parry Sound District

The MINISTRY OF NATURAL RESOURCES Parry Sound District is advising area residents within the Parry-Sound/Muskoka area that high water levels in local rivers and lakes may increase due to forecasted rainfall of 40-50mm over the next four days.

The potential for flooding exists early next week within vulnerable floodprone locations should forecasted rainfall amounts occur.

A FLOOD WATCH has been been issued specific to the following locations within the Muskoka River system (other areas are under a Watershed Conditions Statement):

-Bala Reach, Moon River: Township of Muskoka Lakes. Current high water levels may reach flood levels in vulnerable flood prone locations should forecasted rainfall of 40-50mm occur over the next four days

-Lake Joseph and Lake Rosseau: Township of Muskoka Lakes and Sequin Township. Lake water levels may significantly increase which has the potential to impact shoreline infrastructure such as docks and boathouses and affect low-lying areas.

The Parry Sound District Ministry of Natural Resources is advising area residents to take further action to protect property in flood prone areas and to exercise caution around water bodies and any low lying areas. Close supervision of children and pets is advised.

This message will be valid until 5:00 pm on Monday, November 18, 2013 and will be updated before then should conditions change.

Changing Climate - What you need to know

FOCA recently asked freshwater expert, Bob Sandford: What does a changing climate situation mean for our waterfront communities?

Bob's answer: "There is a great deal we don't know about our freshwater systems that streams and lakes will teach us as temperatures rise and precipitation patterns change.

"If you have a house on a lake or river in Canada, you are going to have a ringside seat to observe and measure these changes, which we are only beginning to anticipate and do not yet fully understand."

Say it ain't so: Time for Cottage Closing Tips

If you are shutting down the cottage for the season, FOCA offers the following reminders:

Secure windows and doors - close curtains or blinds; put up shutters if necessary to protect the interior from marauders (animal or human)
Leave no valuables at the cottage - electronics, personal items, tools - unless you are prepared to lose them!
Confirm your local "keyholder" person to respond to any alarms, weather damage, thefts or animal problems. Record their contact info and give them yours.
For snow machines remove track and keys; ensure boats are covered and locked with outboard motors locked and slightly disassembled; disable ATVs. Leave nothing on a trailer unless it is locked or disabled.
Record the serial numbers of anything of value you decide to leave behind
